Or the outer diameter of the tire, the rubber part? Answer:The 8' refers to the rim, so with a tire, it would be 13". These fenders are too big for 8" rim/13" tire. Probably would work on 13-14" rim and 24" tire diameter. The plastic fenders are 100% plastic and have no structural strength. You could not stand on them once installed. They are only good to keep the road water splashing down. Question 2:Does the fender have mounting holes for trailer lights? Answer:The hole are for mounting brackets, sold separately. Question 3:Will it fit a Venture trailer with 8" tires Answer:The will fit 8" to 12" easily. They are formed plastic. In unpainted off-white. Not strong enough for a person to stand on, but will contain the mud and water splashing up.  Question 4:how far apart are the holes? Answer:2 1/2" O/C Question 5:NEED ACTUAL PRODUCT DIMENSIONS DETAILED Answer:The trailer I purchased the fenders for is in storage and I cannot get to it to measure for you. These fit well, but they are flexible enough to bend and twist a little. Extra holes can also be drilled if needed. Light weight and easy to install. Question 6:Does it work for a 13 inch ring wheel?
